Having worked in a hybrid maanufacturing operation many years ago, yes stencils are great and have the required accuracy, but on the down side there were 2 operators that were absolute wizzes at turning them out and that could mean up to 20 stencil layers per product. 3/4 a day per product, 2 hours to replace a damaged stencil. So in a PCB use case lets say 2 hours setup, a dark room and the required skills to do the photographic work. A laser machine to cut a stencil, sitting in a corner is much more attractive, or for low volume an inkjet printer turning out the mask and a yellow light room to do the exposure under a UV light box and etching the stencil in stainless steel or copper, involves considerably less work, expense and effort. Or just buy it in, which is even better!
