We are fairly new to selective soldering. I would like to find out if there is an IPC PCB design standard to allow for selective soldering.

Go with the machine manufacturer's recommendations. And remember there are no hard and fast keep out areas. You can go a little tighter than they suggest but it is risky.

In my experience, take whatever the manufacturer tells you the minimum keep away area is and double that for standard use. I'm not saying it can't do what they say, but no matter how precise the software, the motor control, the lead screws and rails are, you are still dealing with a liquid and so it moves around a bit. Combine that with IPC standard of allowing 50% off pad, and you'll want some room.
