Woody: Consider using test BGA with no chip in, but daisy chains that you can monitor. After soldering, run environmental tests and follow with electrical tests to determine if the product concept is good enough.

In my experience, it depends on the city, county or state regulations. I've worked places where it is constantly monitored, other places where it's sampled. My current location, it isn't monitored at all.

AVFM's advice is good. That you know how to say "Title V Permit," makes me think that you're going to need more permitting, rather than less.

Yes, you are right. It is so small a quantity, the actual threat on human health is really questionable. I believe this is the reason why the Pb-free issue faded away gradually several years ago in USA. Too many people didn't believe it is important
