Recommend to check http://leadfree.ipc.org I agreed the lead free is a must for environmental and human health. Not sure how soon they can found out another harmful material

arent there environmentally friendly solvents (i have seen some from 3M) that can be used in a vapor degreaser. i was also planning to use the vapor degreaser to clean boards prior to conformal coating

You might try baking the boards before using them. If the problem goes away you might want to look at what sort of environmental controls your board fab guys are using/stuck with/wishing they had.
