James The machine will do it. If the machine calibration is questionable take the time and recalibrate it. Use local fiducials and place it as one of the last parts.

I know that Contact says it will do it but I am having difficulties placing a 20 mil TSOP with consistant results so I don't really trust how well it will be able to place a 15 mil QFP.

The part is going to be used on every board we produce, average of 500 per day.

I have a calibration module and calibrate the machines every 3 months.

Take a board with double sided tape and run it with all the other parts "shorted". Make sure that the part is being placed by the head/spindle that will be used during a full run. Inspect the part after it is placed and carefully remove it and place it back into the tray. Do this a couple of times to see that the part is placed consistant.

When you are satisfied that the placement is the same for each run then make any x/y and theta adjustments that it needs based on this part. Run the part a couple more times until you see that it is placed correctly. I seem to remember that there was something called theta rotation correction; Make sure this is on so that the part is always rotated in the same direction before placement. Also be aware that any bent leads may effect the placement so it would probably be wise to do a final check with a couple other 15 mil parts.

With the wording "I seem to remember" I am assuming you do not currently use a Contact 3AV. I am looking for information from current 3AV users regarding whether or not they are doing 15 mil pitch on a production basis.
