I am in the process of making a requirements-document for manufacturing of a PCB.

I would like to state some requirements for maximum allowable component shifting in the final PCB (both displacement and rotation). However, I can't find any (IPC) standards that address this.

Does anyone know of any standards, that address the typical allowable component-shifting?

What exactly do you mean by component shifting? If you mean lead over hang, i.e, how far off the pad can a component lead sit and still be acceptable, IPC 610 addresses this.
