We are looking at a design that has an smt led emiter and a corresponding smt detector. After reviewing the tolerance stackup, we need a reflowed placement accuracy of +/-0.25mm(+/-0.010") for each component. Any thoughts/opinions?

A stackup is basically this, if all parts (mating) are at the high end or low end of tolerances will they still fit together or meet any dimensional requirements as an assembly.

I would say you check FAB drawing and see if there is any strange value on the stackup. Usually board house should inform you of these.

Most bowing I see is caused by an asymetrical layer stackup of the PCB. (different copper thicknesses throughout the stackup) e.g. for a 4 layer board - 2 oz. copper on layer 1, 1 oz. copper on layer 4, etc... I would doubt that is the V-score since
