The desiccant we've been using is going obsolete and that supplier's replacement options don't look like a good match. We'd been using material with a tyvek pouch. Replacements are either kraft paper or plastic.

What is the industry spec that determines desiccant suitability for electronics component packaging?

I know of no such industry standard. Start with MIL-D-3464E, Desiccants, Activated, Bagged, Packaging Use And Static Dehumidification http://www.wbdg.org/ccb/FEDMIL/d3464e.pdf

I would check the IPC spec IPC-1601 ( Printed Board Handling And Storage Guideline).

Also, be sure your dessicant does NOT contain sulphur in either the dessicant material or the paper holding the material.

Enthone advises to not use dessicants inside sealed bags with Immersion silver to avoid corrosion due to sulphur.
