Which IPC document has "best practices" for DFM/DFT?

We're not so sure that IPC wants to get involved in a DFM/DFT document, because many of the items [eg, keepouts, board size, etc] are peculiar to a company process and equipment.

The following is a list of items to be included in any DFM guideline as a minimum [Step 1: Design for Manufacture; Buttars, S; Surface Mount Technology (SMT) January, 2003]: * General Design Criteria. * Component Selection Criteria. * Land Patterns. * Component Orientation. * Spacing Requirements ("Keep Out" Zones). * Soldering Considerations. * Fabrication Specifications. * Applicable Industry Specifications. For more, look here: http://smt.pennnet.com/Articles/Article_Display.cfm?Section=Articles&Subsection=Display&ARTICLE_ID=165877

Starting points: * Our old friend Earl Moon wrote a CD on DFM. * Google => SOP-4-DFM01-B Rev H * Daan Terstegge's excellent jump site http://www.smtinfo.net/Db/_DFM.html

Thanks Dave. Specifically, do you know what minimum conductor spacings are on 0.030" via holes - via-to-via?

We're not sure what you're asking. Maybe this will help.
