Can anyone recommend a good low cost stencil washer. I checked the archives, but only found info on cleaning fluids.

Should we use ultrasonic?

As for which technology is better (ultrasonic or spray), I would recommend that you visit the web sites of the above companies. Both Aqueous Technologies (my company) and Smart Sonic have published data discussing benefits of their technologies.
