Normal/Acceptable RMA Rates

Good Morning Everyone,

I have a question that probably doesnt have a definitive answer. I have been asked to try to establish a norm for RMA rates. My first thought is the goal is always 0% but knowing that that is not readily achievable, I am in search of another answer. I realize that this is a subject that most do not want to discuss in detail but if anyone knows of any source for data pertaining to this, it would be greatly appreciated.
