European logistics constraints

Lately I have noticed that many manufacturers of electronic (components) have problems in setting up their logistics structure in Europe (availability of parts, spares, reverse logistics, RMA shipments, leadtime constraints). Is there anyone who shares or can confirm these thoughts ?
