Vision systems can be good at catching missing, reversed, wrong (if marked) parts. ICT is good with electrical characteristics like do most of the parts work (remember coverage is not 100%), and good with unmarked parts (if they are in the test program). ICT is expensive if you have a high mix environment, with test heads to buy, programs to build and so on. We use vison immediately after SM and ICT on assemblies which are fully built, and fuctional test for some customers.

So it boils down the type of shop you are in and what is cost effective for the defects you are trying to catch.
