Customer says "this design does not require VIPPO"

Hi All,

We have a new customer with a new design asking for us to leave the center VIP (8 mil drill) on a 9 ball uBGA (.5mm pitch) unplugged.

What are my options should I be unable to convince them that this is going to be problematic? Obviously it's a lot easier to build the plugging and plating into the quote than it is to recover rework costs at a later date.

Edited to add that our fab shop says that 8 mil hole will finish at about 3 mils after plating. Am I concerned about nothing?
