I'm curious why you ask this question even though I really don't know whether there is such smt assembly facility in HK. Maybe you think there is 17% VAT in the components to China outside from China mainland, but there is no tax in HK. I have to say, the VAT is really high, but you can enjoy free tax if you find a manufacturer in Shenzhen, which can run business under Processing on Order term. Of course, such manufacturers spend a lot of money to get this authority, so they only produce high volume orders. Hope it's helpful.
