I designed 0.5mm through hole, and 1.5mm the pad in my PCB, but the manufacturer told me they want to increase the cost because it is difficult to fabricate. But i think my design is correct. Any advice?

Why so small assuming your inserting a thru hole component. And if it is for a component what is the lead diameter and board thickness, and layer count? This all needs to be considered for manufacturability. A good board house should have no issues with a .5mm or 20 mil hole unless the board is thicker than normal. You question provides little information to really answer correctly

1.5mm pad is not so ok in practice. You may expand the size to 2.0mm.

In modern education, almost every Electronic Engineer must design a PCB. Once you get to know PCB design tools and functions, then creating a layout will become easier. Today, we find 0.4 mm pitch BGAs in every smartphone, and 0.3 mm ultra-fine pitch BGAs are the next generation. Currently, the major transition taking place with a move from 0.5mm to 0.4m, initially in ASICs and WLCSPs. The most important and difficult aspect of printed circuit board (PCB) designs using fine pitch BGAs is the layout of their “lands” and fan outs. Mostly,design missteps incurred at PCB layout when the designer innocently takes the 0.5mm pitch design route can have adverse effects on board fabrication and assembly. We must discuss possible problems occur during Printed Circuit Boards design process, which give practical solutions to optimize circuit designs.
