I've been told that there boards out there where some components are recessed into the board to save on assembled height. Has anyone heard of this? I can envision making a build up PWB but it would be expensive and I'm not sure how you assemble it without some exotic deposition process.

They call these embedded components... I've heard of them and read about them, but I haven't seen any yet.

Yes, embedded components. They can build decoupling capacitors and terminating resistors into layers of the PC board, and print them very much like copper layers.
